Hanover Sewerage Authority located in Hanover Township in Morris County is seeking a Full Time Deputy Director The Hanover Sewerage Authority (HSA) operates a 4.61 advanced wastewater treatment plant and a collection system with 100 miles of gravity sewers. The successful candidate will report to the Executive Director and assist in the overall management of the HSA. Responsibilities will involve coordination with professional consultants; working with contract documents; project management; maintenance of GIS; monitoring and tracking of operational performance; tracking of regulatory compliance requirements; and various other projects. Candidate must have substantial experience with the operation and management of comparable public facilities; project management and preparing and coordinating capital improvement programs. An Engineering degree and P.E. license with a minimum of 5 years of experience in the field of wastewater or other related fields is required. The successful candidate must have excellent written, communication and computer skills. Salary will be determined based on level of experience and qualifications. JOB TITLE: DEPUTY EXECUTIVE DIRECTOR
REPORTS TO: EXECUTIVE DIRECTOR
JOB CLASSIFICATION: GROUP XII
SUMMARY:
The Deputy Executive Director will report to the Executive Director and assist in the overall management of the HSA. Responsibilities will involve coordination with professional consultants; working with contract documents; project management; maintenance of GIS; monitoring and tracking of operational performance; tracking of regulatory compliance requirements; management of Industrial Pretreatment Program; and various other projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Establish and implement safety standards and safe work practices and administrative procedures consistent with the Authority’s requirements and in accordance with State and Federal guidelines.
Implement and enforce the Authority’s Regulations.
Prepare various reports.
Conduct the evaluation of various plant processes.
Respond to emergencies at the plant, industrial discharge facilities and collection system.
Perform the administrative duties of the Executive Director in the event of the Executive Director’s absence.
Act as liaison between the Authority, general public, customers, USEPA and NJDEP in such matters as required by the Executive Director.
Effectively work with the Authority’s consultants and interface with developers and contractors as needed.
Develop and interpret engineering designs, plans, specifications and contracts for the construction of utilities projects.
Assists with the evaluation, design, construction administration and inspection of capital improvement projects.
Collects and analyzes data and develops construction and engineering reports for current or planned projects.
Evaluates plans, develops statements of work and budgets.
Assists Treatment Plant staff in troubleshooting operational issues and facilitating improvements.
Assists with reviews of regulatory and code requirements and implementation of any required updates.
Conducts field reviews of current and proposed projects to determine project scope, needs and projected resources.
Manage the Authority’s Industrial Pretreatment Program.
Review site plans and connection plans.
Implement asset management for the Treatment Plant and collection system.
Maintain the Authority’s GIS system in coordination with the Authority’s Engineer.
Performs related work as required.
SUPERVISORY RESPONSIBILITIES:
When assigned by the Executive Director supervise the plant supervisors and staff and administrative staff in the conduct of their respective duties in accordance with HSA policies and procedures and any applicable laws.
QUALIFICATIONS:
Education and/or Experience Requirements: Bachelor of Science degree in engineering. Five years’ experience in design construction or operation of wastewater collection and treatment facilities.
Language Skills: Ability to read, analyze and interpret scientific and technical journals germane to wastewater treatment systems. Ability to respond to common inquiries and complaints from customers, regulatory agencies or members of the business community. Ability to effectively present material to public groups.
Analytical Skills: Ability to work with engineering, scientific and mathematical concepts and the ability to apply those concepts to practical situations.
Reasoning Ability: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions.
Drivers License: Must hold a current drivers license.
CERTIFICATIONS AND LICENSES
Must possess New Jersey Professional Engineer license.
PHYSICAL DEMANDS
Medium to heavy work; involving climbing, balancing, stooping, kneeling, crouching, reaching, handling, fingering, talking, hearing, visual acuity, depth perception, and color vision. The employee must have the necessary visual ability and dexterity to observe and or perform physical work activities associated with plant operations, to perform technical and budgetary data review, to read and monitor instruments, make process adjustments, etc. The employee is frequently required to use hands and fingers, handle and feel objects, tools and controls.
Work tasks typically involve climbing ladders multiple times per day, climbing stairs multiple times per day, entering and climbing in manholes, lifting weights of fifty (50) pounds on a daily basis and one hundred (100) pounds + on an occasional basis, removing and reinstalling manhole covers, stooping, kneeling or crouching to perform operational and maintenance activities, operating overhead equipment such as valves with an operating force of up to fifty (50) pounds.
