GENERAL PURPOSE:
The primary duties of the Electric System Engineer are to analyze electric system resources and needs and develop the master plan to meet those needs, to include cost projections and capital budgeting under the direction of the General Manager of Operations. Monitors electric system operations and collaborates with all electric system departments.
PRIMARY RESPONSIBILITES
Monitors and projects short range and long-range power supply, transmission, and distribution needs and availability
Develop electric system master plan that includes demand projections, system capacity, power supply, transmission and distribution costs, capital project needs and financial requirements
The electric system master plan must incorporate regulatory and electric industry standards, and assess the impact of those requirements
Responsible for staking current and future electric projects for the distribution department
Assist in the review and approval of contractor plans, including goals and objectives, work breakdown structure, detailed scope descriptions, detailed schedules, risk management approach, and milestone descriptions
Coordinate with field management assessments and audits
Provide technical direction, serve as a point of contact or business liaison, prepare briefings for senior management and assist in problem resolution specific to the program/project
Design and test electronic products
Write manufacture and test procedures and reports
Participate in project teams and all activities related in the development and design of the electric system
OPERATIONS SUPPORT FUNCTION
Monitor and support power supply and distribution operations to ensure that power supply and quality meet all regulatory and industry standards, and customer expectations
TRAINING & CERTIFICATION FUNCTION
Assist with coordinating and directing Certification Training and job safety initiatives required for electric systems operations
CAREER DEVELOPMENT FUNCTION
Attends and participates in company initiated orientation, meetings, conferences and on-site/off-site individual and group training or personal development programs as appropriate for this position so as to enhance knowledge and skills and prepare for change.
Travel as needed to participate in such training or development.
BUDGET & RATE DEVELOPMENT FUNCTION
Analyze power supply and delivery cost and distribution and/or resale strategies that include assisting the Financial Services Supervisor in the development of rates and structures
Coordinates and collaborates with others in the development of budgets for electric system operations
Analyze information and statistical data in order to monitor and evaluate electric system operations
Develop contracts and supplementary agreements for customers when required
JOB SPECIFICATIONS
Desired Education and Experience
Must possess organization, communication, and leadership skills
Must possess knowledge in mathematical, electrical theory, and computer skills at a level necessary to accomplish the job
Completion of Bachelor’s Degree in Electrical Engineering or related area or education at a level necessary to accomplish the job
Prefer knowledge of management practices, regulatory requirements and industry practices pertaining to public power, and prefer two years’ experience that is related and at a level necessary to accomplish the job
Prefer a demonstrated level of expertise in electrical power system operations in the field of electric utility metering, SCADA communications and control, protective relaying or substation operation, and be knowledgeable of management practices, regulatory requirements and industry practices pertaining to electric system operations
Must be capable of maintaining regular attendance
Must pass post-offer drug test and post-employment physical exam as required
Must be capable of performing all Essential Functions of this job, with or without reasonable accommodation
Must be able to relate favorably to customers and to work cooperatively with other employees, regulatory groups and the general public
Prefer experience in design, repair and analysis of electric systems
Prefer exposure to electrical engineering design principles and methodologies
Must have the ability to report for work when requested
Must have the ability to work outside of normal working hours when necessary

Excellent interpersonal communication skills and relationship building skills to effectively work with a variety of people and personalities; able to communicate clearly and effectively in person and in writing
Strong organizational skills and an ability to plan, prioritize, and coordinate

Able to effectively use MS Excel, Word and Power Point to create spreadsheets, reports and presentations
Ability to work with minimal supervision and make decisions independently, effectively, and creatively within established HWL guidelines
Effective time management skills to meet all deadlines; displays flexibility to meet HWL’s unique needs and to be productive in an environment with regular interruptions
Works as a proactive team player with an ownership approach to work; understands the importance of supporting HWL, its external and internal customers
Develops direct reports and promotes HWL’s team concept
Ability to identify, evaluate, problem solve, and give direction, regarding problems and resolutions for individual and HWL issues
PHYSICAL AND SENSORY REQUIREMENTS NECESSARY TO PERFORM THIS JOB
Incumbent must be able to:
A combination of sitting in a normal seated position, standing, and walking
Sitting and standing occasionally are required for extended periods of time
Reaching by extending hands or arms in any direction
Finger dexterity required to manipulate objects with fingers rather than with whole hands or arms (for example, using computer/electronic equipment, keyboard and telephone)

TOOLS AND EQUIPMENT USED
Incumbent must be able to:
Use office equipment, such as telephones, computers, copiers, fax machines, and other electronic office equipment as well as proficiently use word processing, spreadsheet and various computer software packages
WORK ENVIRONMENT
A combination of indoor/outdoor working conditions with occasional exposure to adverse weather and environmental conditions
Work rapidly to complete a project is typical
Travel may be frequently required
