Description
This role manages the Capital Improvement Program that includes potable water and/or sanitary sewer (decentralized type) infrastructure projects initiated by Consolidated Utility District (CUD) and those initiated by other government entities (state, county, and municipalities) or by developers.
This position provides direct supervision of a team consisting of various positions such as Engineering Project Manager, Project Engineer, Engineer, Civil Designer, and/or Engineering Technician and indirectly an Easement Coordinator and/or related position(s). This role is also accountable for the planning, design, permitting, easement/property acquisition, construction administration, and coordination with inspection of utility infrastructure to ensure projects meet the needs of CUD and adhere to design standards.
Requirements
A. GENERAL REQUIREMENTS:
- Must reside within a 45-minute response time of the District office and maintain that status as a condition of continued employment
- Valid Tennessee Driver’s License (or obtain within ninety days) and safe driving record
- Must be legally authorized to work in the United States without the need for current or future employer sponsorship
B. KNOWLEDGE/EDUCATION AND EXPERIENCE REQUIRED:
- Bachelor’s degree in civil or mechanical engineering or construction management from an accredited university
- A minimum of ten (10) years of experience with progressive responsibilities pertaining to planning, design, and construction of water and sanitary sewer utility infrastructure projects including associated buildings (i.e., pumps/lift stations, treatment facilities, storage tanks, etc.
- A minimum of five (5) years working in a supervisory capacity
- Professional Engineering license in TN, or ability to obtain within six months through reciprocity
- Knowledge of water & sanitary sewer regulatory requirements, design standards, and common practices
- Knowledge and experience with computer software including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint), AutoCAD (or related CAD programs), and ArcMap (or related GIS Viewers)
C. SKILLS REQUIRED:
- Knowledge of civil engineering planning and design principles plus construction practices pertaining to water and/or wastewater utility infrastructure
- Familiarity with engineering principles of water distribution system hydraulics and application to computer modeling software

- Keen engineering analytical abilities
- Good interpersonal relationship skills with people of all economic and education levels.
- Position continually requires demonstrated poise, tact, and diplomacy.

- Walking over varied terrain for extended distances
