In support of Product Manager Engineer Systems, we are seeking a Subject Matter Expert III with experience in supporting (Department of War Federal acquisition programs; knowledge of policy/ principles/organizational protocols).
Job Duties:
- Subject Matter Expert applies best industry practices and standards, leading-edge technology, and innovative solutions to intractable problems.
- Defines key concepts for planning, deployment, integration, operation and/or enhancement of state-of-the-art and/or legacy systems.
- Develops and applies highly advanced technologies, scientific principles, theories and concepts.
- Employs methodologies for guiding others in problem resolution.
- Develops and/or reviews study plans and monitors/reports project status.
- Functions independently to resolve problems; manages, leads and advises staff members in order to meet established objectives; plans R&D programs and recommends technological application programs to accomplish long range program objectives.
- Develops insightful solutions to meet fiscal, technological and schedule constraints.
- Possesses unique experience, skills, and expert knowledge in highly specialized technical, functional, and/or process areas within the related discipline.
- Subject Matter Expert will deliver comprehensive financial and budgetary analysis and oversight across the entirety of Program Manager Combat Support Systems (PM CSS).
- Will serve as the lead financial expert, consolidating all financial management support activities to assist the Assistant Program Manager (APM) for Finance with day-to-day operations in support of the Program Manager (PM).
The specific requirements and tasks may include, but are not limited to the following:
- Will deliver comprehensive financial and budgetary analysis and oversight across the entirety of Program Manager Combat Support Systems (PM CSS).
- Will serve as the lead financial expert, consolidating all financial management support activities to assist the Assistant Program Manager (APM) for Finance with day-to-day operations in support of the Program Manager (PM).
- Will report directly to the Assistant Program Manager Finance, PM CSS.
- Perform complex reconciliations using multiple Defense Agencies Initiative (DAI) reporting tools and a mastery level understanding of Quantitative Data Drilldown (QDD) reconciliation reports.
- Generate advanced and ad-hoc reports from the DAI system.
- Develop and maintain interactive financial dashboards using Power BI to provide leadership with real-time insights into budgetary performance.
- Perform in-depth research and analysis of multi-year appropriations.
- Generate daily Status of Funds (SOFs) for the entire PM CSS portfolio to provide a current financial snapshot.
- Conduct weekly spend plan reconciliation against actual execution to ensure financial alignment and track performance.
- Develop, draft, and consolidate reports, documents, and briefs using financial systems such as DAI iProcurement, Program Budgeting Information System (PBIS), and the CERBERUS finance reporting tool;
- Maintain and deliver consolidated Budget Execution Summaries that reflect the real-time status of commitments, obligations, and expenditures.
- Evaluate and provide expert analysis on the Planning, Programming, Budget and Execution (PPBE) process.
- Proactively identifying financial trends and discrepancies through data analysis and proposing actionable solutions to optimize budget execution.
- Serve as the primary point of contact for financial reporting requirements
Education/Experience:
- Bachelor's degree in engineering, Physical Sciences, Mathematics, Management Information Systems, or Business. is preferred with sixteen (16) years of technical experience in support of program/projects, to include: Equipment Support, System Support, and Programmatic Support.
- Experience shall include at least eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
- Twelve (12) years of direct experience may be substituted for a Master's degree.
Specific/Preferred Requirements:
- This position requires an active Secret Security Clearance.
- Working familiarity with financial and business applications which currently include the following systems: Defense Agencies Initiative (DAI), CERBERUS, Dormant Account Quarterly (DARQ), Microsoft Teams, ADVANA, Wide Area Workflow (WAWF), MyInvoice, and Electronic Document Access.
- Working knowledge of the acquisition Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) process and general characteristics of the Operation and Management Marine Corps (OMMC), Procurement Marine Corps (PMC), and Research, Development, Test, and Evaluation (RDT&E).
- Proficient in MS Office products (Word, Excel, Project, PowerPoint).
- Ability to adapt to fast paced and changing environment.
- Excellent communication skills both oral and written.
