Description
Representative Job Duties:
- Guide, develop, and supervise Engineering Technicians, Engineering Interns, and Seasonal Inspectors.
- Prioritize, assign, and review field work related to Public Works maintenance and capital improvement projects.
- Inspect Public Works maintenance and capital improvement projects for compliance with City and industry standards and contract specifications.
- Prepare and review daily inspection reports for assigned projects.
- Track quantities of work performed, and materials used on Public Works projects.
- Perform quality assurance of work and materials on Public Works projects utilizing industry standards for inspection and testing.
- Perform topographic survey in support of Public Works engineering activities utilizing CAD software and survey equipment.
- Collect inventory and condition data for Public Works assets, including roads, sidewalk, water mains, sewers, signs, fire hydrants, and trees utilizing GIS, Field Maps, OpenGov EAM, and GPS equipment.
- Assist engineers with preparation of bid documents, including estimating quantities and preparing specifications.
- Utilize CAD software to draft plans for Public Works projects in coordination with engineers.
- Administer Public Works contracts in coordination with engineers and maintenance staff.
- Direct, review, and manage construction performed under Public Works maintenance and capital improvement contracts in coordination with engineers and maintenance staff.
- Assist with issues related to traffic operations and Sign Shop.
- Direct, review, and manage the work of engineering consultants.
- Guide and review the work of junior engineers.
- Respond to citizen complaints and inquiries, via direct contact or written communication.
- Assist other City departments with their engineering needs.
- Assist with plan reviews, permits, and inspections for private commercial and residential developments related to soil erosion, grading, paving, water mains, stormwater, and sanitary sewer.
- Research records to assist engineers, developers, contractors, and other public agencies with information gathering for projects within the city.
- Perform site visits in response to requests by property owners or contractors needing guidance regarding engineering practices and related City codes and ordinances.
- Review and update departmental documents and website related to standards and procedures.
- Occasionally attend City Council meetings, HOA meetings, and public meetings outside of normal business hours.
- Perform related duties as directed by the Director of Public Works or designee.
Requirements
Job Requirements - As Determined by the City of Southfield:
- Must have a high school diploma, or equivalent. Some amount of college level education related to engineering technology is strongly preferred.
- At least 8 years of experience in the field overseeing projects related to municipal infrastructure, including water mains, sewers, and roads.
- Experience supervising technicians.
- Experience with Microsoft 365 Office Suite.
- Experience with MERL, FieldManager, AASHTOWare, or similar software.
- Experience with survey equipment and methods.
- Effective written and oral communication skills.
- Demonstrated project management experience and skills.
- Ability to establish and maintain effective working relationships with others.
- General skills such as CAD, GIS, record keeping, data entry, and plan examination.
- Ability to perform technical research and provide solutions to others.
- Ability to meet City's driving record standards.
Supplemental Information:
LICENSES AND CERTIFICATIONS:
- Must obtain APWA Certified Public Infrastructure Inspector (CPII) certification within 12 months of hire. 6-month probation will be extended if the certification is not obtained within the first 6 months of employment.
- Industry standard training and certifications are strongly preferred, such as MDOT Concrete Paving, MDOT HMA Paving Operations, Density Control Technician, ACI Concrete Field-Testing Technician, etc.
WORKING CONDITIONS:
- Moderate sensory attention required for preparing and reviewing design projects in both paper and digital formats.
- This position works primarily in the field, with frequent site visits to private properties and active construction sites.
- Requires moderate physical activity associated with field inspections, including walking on uneven terrain, construction sites, and public rights-of-way.
- Ability to stand, walk, bend, stoop, kneel, and climb for extended periods during site visits and project inspections.
- Occasional lifting, carrying, and positioning of materials, tools, or equipment weighing up to 25 pounds.
- Ability to work in varying weather conditions during outdoor fieldwork, including heat, cold, wind, and precipitation.
