Description
Under the general supervision of the Director, Transmission and Distribution, ensures the timely and effective operation and maintenance of the distribution system of a large, complex water system including repair of water mains generally 12 inches and diameter and smaller; maintenance or replacement of hydrants and system valves; and installation of new service lines. Also manages the Fleet Services function.
Responsibilities:
Leads, manages, and optimizes the operation and maintenance of the water distribution system by:
- Overseeing, guiding, and evaluating the daily activities of the Distribution Maintenance and Fleet Services sections.
- Building relationships and maintaining regular contact with staff located at other facilities.
- Establishing standard procedures and performance targets for the annual distribution system flushing, hydrant flow testing, valve exercising, and hydrant painting programs and leak detection activities.
- Analyzing administrative and operational data and identifying opportunities for improvement.
- Monitoring main break repair activities and escalating as warranted.
- Establishing objectives and prioritizing work.
- Ensuring compliance with applicable rules, regulations, policies, and procedures.
- Ensuring the availability of materials, equipment, and labor.
- Coordinating with other departments, contractors, consultants, outside agencies, and others as needed.
- Responding to emergency calls during and after working hours.
Ensuring that all work is performed safely by:
- Supporting and promoting Fairfax Water’s safety program and requirements.
- Ensuring new employees perform required training within expected timeframes.
- Ensuring all staff attend safety training in accordance with safety program requirements.
- Identifying opportunities for safety improvements and coordinating with the safety office on implementation.
- Ensuring proper coordination with contractors for activities related to paving, spoils hauling and repair assistance.
- Investigating and responding to inquiries, complaints, and concerns from customers or other interested parties.
- Developing supervisory and other department staff by:
- Ensuring pertinent and effective technical, leadership, safety and other applicable training of staff.
- Developing, maintaining and implementing on-the-job training plans.
- Identifying and coordinating cross-training opportunities.
- Developing, communicating and implementing standard operating procedures.
Performs related personnel and administrative tasks by:
- Conducting and reviewing employee performance evaluations and interviews for staff vacancies, and other personnel activities.
- Investigating employee disciplinary concerns and recommending appropriate actions.
- Recommending and approving departmental purchases of equipment and supplies and request for fee payments.
- Recommending inventory quantities for system maintenance.
- Preparing records, reports, and recommendations on labor, materials, costs, repairs, and other related activities.
- Assisting in the preparation of the annual department budget and capital improvement program and completing included items.
Performs other duties as assigned or required.
Requirements
- Graduation from a four-year college or university with a bachelor’s degree in engineering, natural or physical science, or closely related field; a minimum of ten years progressively responsible experience with the operation and maintenance or construction of public water supply facilities, with at least five years in a supervisory or management capacity; or any equivalent combination of ability, education, experience, and knowledge.
- Registration as a Professional Engineer in the Commonwealth of Virginia, or registration in another state, with the ability to obtain Virginia registration within one year, is preferred.
- General familiarity with the Commonwealth of Virginia Waterworks Regulations.
- Considerable knowledge of water distribution system hydraulics.
- Considerable knowledge of the methods, materials, and tools used in the installation, operation, and maintenance of water distribution systems.
- Ability to work independently and perform job duties without immediate or detailed supervision.
- Ability to establish and maintain effective working relationships with coworkers, supervisors, consultants, contractors, and the public.
- Ability to direct, review, and evaluate field and technical personnel.
- Ability to read, interpret, and work from engineering drawings and specifications.
- Ability to compile, analyze, and correlate data.
- Ability to write reports, specifications, and contract documents.
- Ability to make prompt and sound operating decisions in emergencies.
- Excellent oral and written communication skills.
- Knowledge of applicable safety regulations, practices, and procedures.
- Must pass a controlled substance (drug) test for employment.
- Possession of a valid driver’s license and good driving record.
- Available to work from any Fairfax Water facility, at any location in the water system, and at other than the principal hours of work.
- Ability to work irregular hours shifts, weekends, and holidays.
- Ability to work overtime at any location, hour, or day of the week.
