That's why EDF's Fisheries & Oceans team is working to safeguard the oceans and protect nature, while feeding the planet, creating more secure livelihoods and bolstering more equitable societies for human well-being. One of the greatest threats to the oceans is overfishing, which is why our dedicated team of scientists, economists and fishery management experts are collaborating with partners around the globe to make sustainable fishing the norm. Through our programs in the U.S., Latin America and Asia, we draw on strong science and economic principles to advance sustainable fishing practices, forward-looking policies and innovative tools that support the health of our oceans and the people who depend on them for food and their livelihoods.
Overall Function
The Manager, Monitoring & Learning, Indonesia Fisheries will oversee the implementation of a comprehensive monitoring, learning and evaluation (MEL) system for EDF's Indonesia Fisheries & Oceans program. They will manage tracking of program performance, outcomes, and resource utilization, ensuring robust, participatory, and high-quality data systems that drive impact, accountability, and continuous improvement in program delivery. The Manager will align MEL efforts for the Indonesia Fisheries & Oceans team with EDF's overall MEL system and standards and with relevant donor requirements. The Manager will foster a culture of learning and adaptive management through timely data analysis, facilitating knowledge sharing, producing clear and insightful reporting, and supporting project teams in applying lessons learned. The Manager, Monitoring & Learning, Indonesia Fisheries will report to the Senior Director, Indonesia Fisheries & Oceans.
Key Responsibilities
- Lead the development and implementation of a comprehensive Monitoring, Evaluation, and Learning (MEL) framework for EDF's Indonesia Fisheries & Oceans program, aligned with EDF's standards and relevant donor requirements for private (e.g., philanthropic foundations) and governmental funders.
- Provide timely recommendations to the project team on adaptive management, including adjustments to project design, implementation strategies, or budgets. Facilitate learning sessions with EDF staff and partners to promote best practices.
- Support the design and execution of baseline analyses for select activities to establish benchmarks and initial indicators.
- Ensure data collection methods (quantitative and qualitative) are robust, cost-effective, and suitable for diverse project activities.
- Track and document progress indicators on activities, outcomes, and spending across EDF and subgrantees, ensuring consistency and data quality.
- Regularly analyze project progress against indicators and proactively identify risks to achieving targets or deadlines.
- Support project supervision visits and evaluations by donors through preparation of high-quality briefing materials and well-coordinated field visits.
- Produce concise, well-structured reports for donors, internal leadership, and external stakeholders, ensuring that results, impacts, and lessons learned are clearly communicated.
- Build strong relationships with partner organizations, government counterparts, and donor representatives to ensure alignment on MEL processes and reporting.
- Provide technical assistance and capacity building to partners on data collection, indicator tracking, and results-based management.
- Conduct frequent monitoring visits to project sites across Indonesia, particularly Lampung, to oversee field-level data collection and verify reported results.
- Participate in advancing EDF Organizational Effectiveness and Culture goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.
Qualifications
- Bachelor's degree and at least six years program or related experience, or advanced degree with at least 4 years of direct experience.
- Experience in fields such as environmental science, or natural resource management.
- Demonstrated experience in developing and implementing Monitoring, Evaluation, and Learning (MEL) frameworks, including baseline assessments, data collection, indicator tracking systems, and results-based monitoring for natural resource management or international development projects.
- Familiarity or understanding of government grants or multilateral funding mechanisms.
- Experience designing and applying both quantitative and qualitative data collection methods, ensuring data quality, relevance, and cost-effectiveness across diverse program activities.
- Proven ability to produce structured, insightful reports for donors, partners, and internal leadership, clearly communicating results, progress, and lessons learned.
- Experience facilitating learning sessions or workshops to promote adaptive management, share best practices, and support continuous improvement.
- Excellent ability to coordinate and collaborate with multiple stakeholders, colleagues, and partners from varied backgrounds and levels of experience.
- Demonstrated self-awareness, cultural competency, and inclusivity, with the ability to work effectively across all cultures and backgrounds.
- Proven ability to work productively and collaboratively with colleagues located in multiple offices and time zones.
- Strong ability to work both independently and as a team player, using sound judgment to plan, prioritize, and organize a diversified workload in a fast-paced environment.
- Exceptional personal organization and attention to detail, including a solid understanding of project management principles.
- Proficiency in standard business software, including Microsoft Word, Excel, and PowerPoint. Experience using project management software such as Asana.
- Excellent verbal and written communication skills, and ability to clearly and succinctly communicate project updates and achievements to key audiences, including donors.
- Fluency in both Bahasa Indonesia and English.
- Experience with implementing MEL for European Government donors, a plus.
- Ability and willingness to travel frequently, up to 30% time, both to project sites across Indonesia and internationally as needed.
