Hours/Days of Position: Monday-Frida
At Spartronics, the Purchasing Manager is responsible for leading and managing site-level supply chain functions, including Procurement and Material Quoting. This role ensures that materials are delivered on-time and available to support production schedules, customer delivery commitments are met, inventory levels are managed, and material costs are controlled and competitive. The Purchasing Manager partners closely with Operations, Program Management, Engineering, Quality, and Corporate Supply Chain and Quoting teams to drive execution excellence and continuous improvement at the manufacturing site.
Core Responsibilities-
Leadership & Team Management
- Lead and develop site-level teams: Buyers, Material Quote Analyst, and Supply Chain Analyst.
- Establish clear roles, responsibilities, and performance expectations.
- Provide coaching, training, and performance feedback.
- Drive a culture of accountability, urgency, and continuous improvement.
- Ensure adequate staffing and skill coverage to support production and quoting needs.
Procurement & Supplier Management
- Oversee procurement of all materials and services required to support site production.
- Ensure effective execution of: MRP-driven purchasing, supplier communication and escalation, and shortage management and recovery planning.
- Support and guide supplier negotiations and cost-reduction initiatives.
- Partner with Corporate Supply Chain on sourcing strategy and supplier selection.
- Ensure supplier performance meets site requirements for delivery, quality, and cost.
- Drive risk mitigation strategies including alternate sourcing, long-lead planning, allocation management.
- Resolve conflicts between customer delivery priorities, material constraints, and production capacity.
Material Quoting & Cost Control
- Own site-level material quoting for existing customer programs and requotes.
- Support Corporate Quoting / Bid & Proposal teams for new business with existing customers.
- Ensure quoted material costs reflect current supplier pricing, lead times and MOQs, and Spartronics corporate sourcing strategies.
- Ensure alignment between quoted assumptions, ERP data, and actual execution costs.
- Drive continuous improvement in quote accuracy and responsiveness.
Inventory & Working Capital Management
- Own site-level inventory performance including inventory turns, excess and obsolete (E&O), customer material liability.
- Establish strategies for safety stock, lot sizing and material buffering.
- Drive actions to reduce aged and inactive inventory.
Cross-Functional & Customer Support
- Partner with Operations on production readiness, Program Management on customer commitments, Engineering on ECN execution, Quality on non-conforming material and supplier corrective actions.
- Support customer meetings related to material risk, and cost / quoting assumptions.
- Serve as site escalation point for the resolution of chronic materials shortages, delivery risks, and supplier performance issues.
Systems, Metrics & Continuous Improvement
- Ensure effective use of ERP System for purchasing.
- Drive data accuracy for standard costs, lead-times, MOQs and supplier data
- Establish, maintain and review key performance indicators (KPIs) including inventory turns, supplier performance, purchase price variance and late to place planned orders.
- Lead site-level procurement process improvement initiatives continuous improvement.
- Support internal and external audits (AS9100, ITAR, customer audits).
Required Qualifications
- Education- Bachelor's degree in procurement management, supply chain, business or related field, or an equivalent combination of education and 8+ years of relevant manufacturing and purchasing leadership experience.
- 8+ years purchasing management/supervisory experience.
- Proven leadership, mentoring and team management abilities.
- Strong negotiation and supplier management proficiencies.
- Excellent communication skills (verbal and written), plus listening skills.
- Possess analytical and technical skills required to understand business practices.
- ERP/MRP experience.
- Ability to comply with all ITAR, DFARS, and customer flow-down requirements.
Preferred Qualifications
- Purchasing experience in EMS or high-reliability electronics manufacturing.
- Understanding of Contract Manufacturing business with knowledge of Defense / Aerospace markets, locations, structure and culture, as well as electronic and electronic device technology.
- Six Sigma Green Belt, Black Belt and/or Lean certification.
- APICS Certification- ASCM or CPIM.
- Advanced Microsoft Excel skills - pivot tables, lookups, analytics, reporting.
- Advanced experience using Microsoft Dynamics AX and/or Dynamics 365 to manage complex purchasing activities.
