Job Description:
The Senior Project Manager - Dewatering will provide executive-level oversight and technical leadership for all temporary and permanent dewatering strategies, design, installation, operation, and environmental compliance across significant segments of The Line's subterranean and foundational infrastructure.
Key Responsibilities
Technical & Operational Leadership:
- Serve as the Parsons technical authority for all dewatering and groundwater control strategies, including well point systems, deep well systems, sumps, and diaphragm wall integration.
- Lead the review and approval of Contractor's dewatering plans, method statements, and technical submittals, ensuring full compliance with project specifications, environmental standards, and KSA regulations.
- Oversee real-time monitoring of groundwater drawdown, pore pressure, and adjacent ground movements using instrumentation, proactively managing risks related to settlement or heave.
- Direct the commissioning, maintenance, and decommissioning of high-capacity pumping systems and water treatment/disposal facilities.
- Manage project resources, budgets, contracts, and schedules related to the dewatering work package, ensuring delivery targets are met within cost parameters.
- Act as the primary interface with NEOM client representatives, government entities (e.g., environmental agencies), and main contractors regarding all groundwater issues.
- Implement and enforce Parsons' stringent quality assurance (QA) and quality control (QC) procedures for all dewatering installations and operations.
- Lead high-level risk management and mitigation planning sessions, specifically addressing unexpected geological conditions, extreme weather events, and environmental impacts (e.g., brine disposal).
- Champion a world-class safety culture (Zero Harm), ensuring all dewatering activities adhere to Parsons and NEOM's strict Health, Safety, and Environmental (HSE) protocols.
- Ensure full environmental compliance, particularly concerning water discharge permitting, quality testing, and sustainable water reuse strategies.
- Manage complex water discharge issues, including salinity control and disposal plans, minimizing impact on the local marine or desert ecology.
- Education: Bachelor's degree in Civil Engineering, Geotechnical Engineering, Hydrogeology, or a related field. A Master's degree is highly desirable.
- Experience: Minimum of 25 years of demonstrable experience in civil construction or engineering, with at least 15 years dedicated to the management and execution of large-scale, complex dewatering projects.
- Sector Expertise: Proven track record leading dewatering operations for multi-billion dollar infrastructure projects (e.g., deep tunnels, metro systems, large-scale basement construction, or coastal developments).
- Leadership: Must have held a Senior Project Manager or equivalent executive role managing teams of engineers, hydrogeologists, and field staff.
- Skills: Exceptional contractual acumen, superior communication, negotiation, and report-writing skills (English fluency required).
- Previous working experience in the Middle East, particularly on giga-projects in the KSA.
- Expert-level knowledge of regional geology and hydrogeology challenges, including highly saline or stratified aquifers.
- Professional certification (e.g., PMP, Chartered Engineer).
- Demonstrated ability to interface with international stakeholders and manage culturally diverse project teams.
