Position Summary

The Research office is seeking a Export Compliance Officer. This is a full-time (1.0 FTE ), 12-month, professional faculty position.

The position reports to the Associate Vice President of for Research Integrity and will work closely with a range of university partners to promote compliance with export control obligations that span multiple units across the university.

The Export Compliance Officer ( ECO ) will be responsible for overseeing, implementing, monitoring, and maturing an export compliance program for the university. The program has a significant educational component for faculty, staff and students and the individual must work cooperatively within the Research Office, with university leadership, as well as with University General Counsel, the Director of Insurance and Risk Management Services, the institution’s Director of Compliance, and other key stakeholders, including federal partners.

Position Duties

45% Export Compliance
Oversee, operate, and continue to develop the institution’s export compliance program.
Develop institutional policies on export controls in collaboration with relevant institutional stakeholders
Work with faculty and other investigators to make accurate technology classifications and export licensing determinations and implement methods to assure physical export (shipping/mailing services) as well as deemed export controls are in place. In doing so, the candidate must understand a range of technologies, the Commerce Control List, and US Munitions List, etc.
Work closely with OSU’s international programs to assure compliance with US Department of State and US Department of Homeland Security requirements for issuance and maintenance of J-1, F-1, H-1 visas for visiting students and scholars. Visiting scientists and post-docs coming to OSU on these types of visas must be cleared through Visual Compliance prior to starting their visit.
Review and advise on foreign travel requests involving listed countries. Develop a program to assist faculty, staff, or students traveling to or through listed countries to help ensure their safety and the security of the materials with which they are traveling.
Maintain detailed training, travel, equipment, investigation, and activity records encompassing all activities conducted and supported by the ECO .

30% Contract Compliance

Work closely with partners within the Research Office, Procurements and Contract Services, and other units to identify, negotiate, and comply with export compliance obligations in contracts and agreements between federal, state, industry, and other sponsors.
Develop and maintain compliance procedures to satisfy obligations of contracts and agreements.
Devise and execute technology control plans required for hardware/software purchasing or leasing agreements. Work with Procurement and Contract Services, OSU Advantage, the Office of Sponsored Research and Award Administration, and university business centers to assure the implementation of the plans. Work with OSU researchers to obtain export licenses for restricted materials/technologies.

15% Education and Outreach

Oversee and implement an educational program for faculty, staff, and students on the issues of export control compliance. The program could have both mandatory and optional modules on issues such as deemed export, foreign travel, identification and management of controlled technologies, physical export, reporting, etc.
Maintain and develop of a comprehensive web site with web-based materials to facilitate independent learning.
Participate in regional and national compliance organizations that include export control as a distinct component of their ongoing programs. The incumbent will be expected to be self-motivated in continuing education to remain current on issues, policies, regulations, and best practices for managing this program.

10% Other duties
Other administrative duties as assigned, including providing regulatory perspectives on international relations and international business development, and supporting Research Office strategic planning and policy development.
Being an effective partner with all OSU units. All ECO activities will involve extensive and ongoing collaboration with partners including those within the Research Office (Office of Sponsored Research and Award Administration, and OSU Advantage) and outside of the Research Office (e.g., Office of the General Counsel, the Office of Audit, Risk and Compliance, the Risk Management and Insurance Services, Office of International Services, the Graduate School, and all academic programs.
The percentage of time spent on each of the above duties is expected to vary over time and with the demands of the position.
Domestic and/or international travel may be required on occasion.

Minimum/Required Qualifications
  • To ensure compliance with U.S. Export control regulations, applicant should be eligible for any required authorizations from the U.S. Government
  • Bachelor’s degree in science, engineering, business, political science, international relations, or similar field, and a minimum of 3 years’ experience with compliance programs.
  • Demonstrated working knowledge of EAR , ITAR and OFAC regulations, and with the National Industrial Security Program.
  • Demonstrated experience planning and managing major and continuing investigation/compliance programs that involve high-priority cases that are central to institutional objectives, to include things like discharging complex investigative responsibilities; developing and implementing significant new program strategies; analyzing key policy questions in the investigation/compliance area and making significant decisions, policy recommendations and positions; and acting as an institutional authority and spokesperson to other institutions, government agencies and foreign counterparts.
  • Detailed understanding of intellectual property issues as they relate to ownership, licensing, patenting, material transfer agreements, confidentiality agreements and related issues are they relate to transactions both within the US and abroad.
  • Demonstrated experience with Visual Compliance, or familiarity with the system and ability to learn and operate it.
  • Ability to maintain confidentiality on sensitive subjects.
  • Strong project and people management skills. Demonstrated success in leading complex project teams to deliver on time and within budget.
  • Exceptional interpersonal skills and an ability to work with diverse, multi-national, multi-ethnic groups in respectful, productive, and collaborative ways.

  • This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.




Preferred (Special) Qualifications
  • Self-motivated, life-long learner.
  • An advanced professional degree such as an M.S. or Ph.D. in a field of Science, Engineering or Business, J.D. degree, or other applicable degrees.
  • Demonstrated record of export control experience within a federal agency, federal contractor, university, or industry.
  • Demonstrated experience working within a university or with multiple university partners such as General Counsel, Risk Management Officers, university travel officials, offices of technology transfer, or offices of sponsored programs.
  • Demonstrated skills using computers and a variety of software packages, including Microsoft Office (Outlook, Word, Excess, Access).
  • Demonstrated good judgement and an ability to manage multiple conflicting priorities.




Working Conditions / Work Schedule

The ECO works in a typical office environment. It is expected that the ECO will perform their work onsite. (A possible onsite/remote work hybrid plan may be considered.)

Domestic and/or international travel may be required on occasion.

This position requires a clear and unambiguous commitment to compliance of all National Collegiate Athletic Association (NCAA) regulations for Division I (FBS) universities.
