This role performs manager level professional engineering work in a wide variety of utilities engineering projects. The person in this position is team supervisor responsible for planning, coordinating, and reviewing the work of subordinate professional and technical employees engaged in planning, construction, operations, maintenance, of utilities projects and programs within a unit. Emphasis of the work is coordinating master plans and planning strategic execution of initiatives with reasonable budgets. Incumbent will participate in a large number of projects and programs from inception to completion in order to ensure initiatives are incorporated into projects. Incumbent will perform contract administration and extensive coordination with consultants, contractors and other governmental entities.Incumbent demonstrates diplomacy and confidence in order to maintain schedules, budgets and gain consensus. Provides guidance to others in accomplishing their work and mentors their subordinates in developing their skills to enhance their performance.
What Would You Do?
- Supervises, coordinates and provides technical guidance to a medium size engineering function such as an ancillary of a major engineering division;
- Utilize project management skills and expertise to manage consultants in the creation of detailed, comprehensive plans for utilities infrastructure.
- Provides direct input into the planning, coordination, review, updating and improving utilities infrastructure;
- Supports Operations and Maintenance in understanding long-term goals of infrastructure.
- Oversees hydraulic modeling efforts of subordinate staff and consultants.
- Supports project coordinators in resolving conflicts.
- Conducts, coordinates, or supervises utilities engineering studies, and design projects;
- Conducts and Coordinates contract administration services for all consulting engineering contracts which entails preparing progress reports, attending meetings, tracking of consultant’s progress, review of plans and specifications, review of pay requests, and coordination and review of construction activities;
- Communicates complex, technical information in a format that is understood by others. May conduct neighborhood meetings with public to explain project scopes and impacts.
- Supervises professional and technical staff in the preparation and review of plans, cost estimates, specifications, and computations.
- Coordinates with the Florida Department of Transportation, U.S. Army Corps, Southwest Florida Water Management, Florida Department of Environmental Protection and other agencies for grants, permits and compliance.
- Performs other related job duties as assigned.
Requirements
Education and Experience
Bachelor’s degree in civil engineering or other relevant engineering discipline and Professional engineering license from the State of Florida and eight (8) years of experience in the design and construction of public works projects, to include 3 years supervising professional engineering functions; or an equivalent combination of education, training, and/or experience.
Additional Qualifications
Professional engineering license from the State of Florida (or ability to obtain within 6 months of hire through reciprocity/comity).
Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Other knowledge, skills, abilities, and credentials required for a specific position.
Project Management training (CAPM or equivalent) may be required within 1 year of hire.
