What Your Job Will Be Like
We are seeking an energetic and driven R&D manager to lead Department 5924 and build the Embedded Threat Intelligence capability and team at Sandia. The Manager of 5924 reports to the Senior Manager of the Threat Assessments Group (TAG), Organization 5920, which is part of the Integrated Threat Intelligence Center (5900). Department 5924's mission is to provide intelligence information and analysis support to Sandia's missions, leaders, and government sponsors. We develop capabilities to anticipate, detect, assess, and address foreign threats to U.S. national security from intent to application. The department partners across Center 5900, the broader Threat Intelligence Community (TIC), and Sandia to deliver on its missions.
On any given day, you may be called upon to:
- Provide leadership and oversight for the department, ensuring accountability for negotiated milestones and deliverables, which requires the development of overall program and project plans, budgets, schedules, and staffing requirements, and doing so safely and securely.
- Build and nurture collaborative relationships within Sandia, with Los Alamos and Lawrence Livermore Laboratories, and with trusted partners at other government agencies.
- Collaborate with leaders in the Group, Center, and the Threat Intelligence Community.
- Develop and implement the vision and strategy for the Embedded Threat Intelligence capability and team.
- Champion a positive culture and passion for the mission to tackle some of the most challenging issues facing our nation's security.
- Attract, engage, develop, energize, and lead high-performing, technically-capable teams.
- Provide guidance, mentorship, and direction to staff, ensuring their technical and career growth and development.
- Pursue growth opportunities - technical, programmatic, leadership, managerial, etc.
- Engage with key internal and external sponsors and other partners, locally or at remote locations, to maintain and build strategic relationships and programs.
- Lead capability development and strategic initiatives for the Program Area and Center.
- Evolve the way we support the laboratory through threat intelligence information by developing new tools and processes to support programs lab-wide.
- Provide briefings to high-level leaders across DOE, NNSA, DoD, and the IC.
Due to the nature of the work, the selected applicant must be able to work onsite and hold an SCI clearance. Monthly travel may be required.
Salary Range
$163,700 - $278,000
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require
- A bachelor's degree in a relevant discipline and eight (8) years of directly relevant experience, or an equivalent combination of directly relevant education and engineering or scientific experience that demonstrates the knowledge, skills, and ability to perform independent research and development.
- Active DOE Q or equivalent security clearance and current SCI clearance
Qualifications We Desire
The ideal R&D Manager candidate for Sandia National Laboratories will in addition possess the following:
- Two or more years of demonstrated leadership experience.
- A graduate degree in science or engineering (MS or Ph.D.).
- Outstanding interpersonal skills in developing trusting relationships with peers, staff, management, customers, and stakeholders.
- Excellent written and verbal communication skills in the development and delivery of presentations, proposals, reports and documentation.
Also, for this posting we are seeking individuals with the following experience:
- Experience delivering intelligence information, analysis, and solutions for USG decision makers.
- Familiarity with SPP and SIPP processes and related NNSA requirements.
- Experience developing a vision and strategy, and implementing and executing associated plans.
- Strong interpersonal skills and experience in building positive, constructive, and trusted relationships among peers, staff, management, and sponsors, particularly within Sandia and the Intelligence Community.
- Experience developing intelligence reports and managing the intelligence product process.
- Experience writing proposals for new technical work and engaging with sponsors.
- Proven ability to integrate a diverse workforce and foster a positive, collaborative environment, with a broad understanding of Sandia capabilities across multiple technical areas.
- Demonstrated management, program management, and leadership skills.
- Demonstrated experience in handling ambiguous and difficult situations, with the ability and willingness to conduct effective crucial conversations.
- Excellent written and verbal communication skills.
- Skill in balancing priorities, resources, and multiple sponsors while managing capabilities.
- Background in Nuclear Deterrence and integrated deterrence components and/or systems.
- Experience partnering or collaborating within Sandia and/or the tri-Lab (LLNL/LANL).
About Our Team
Center 5900, Integrated Threat Intelligence, is part of the Threat Intelligence Community, along with Center 5600, Cyber Threat Center, and Center 5500, Applied Information Sciences. Together, we address a wide range of threats to the United States through a deep understanding of science and technology and an appreciation for the art of the possible. Center 5900 consists of three groups with deep capability and knowledge that support government objectives. We provide technical intelligence assessments and intelligence-informed insights, specialized collection capabilities, and mitigation options for WMD and emerging technologies that pose a threat to U.S. interests. The primary mission of the Threat Assessments Group (5920) is to assess the threats posed to US national security interests by foreign advanced weapons and technological capabilities, with emphasis on nuclear weapons. Our analyses inform policymakers and senior officials across the US government responsible for understanding the threats and risks posed by these weapons and relevant technologies. This high impact program area is steadily growing and stewards key capabilities associated with all-source intelligence analysis, computational modeling, and engineering studies.
Posting Duration

Security Clearance
Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

NNSA Requirements for MedPEDs
If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
